This can be achieved by providing safe areas at ground level or a platform at a high level. When it is necessary to place hoardings on the highway around the place of work/scaffolding, permission will be necessary.

If anything is placed on the public road without a permit then an offence is committed under Section 58 of the Roads (Scotland) Act 1984.

There are a number of different basic requirements that have to be taken into consideration when it comes to scaffolding street permits, some of which are as follows:

  • During the erection or dismantling period, a safe woking area at ground level will be required to be provided to prevent pedestrians gaining access – this means for example in the town centre, the work is to be carried outside normal working hours
  • The scaffolding will require illumination unless no part of it is less than 0.45m (18 inches) from a carriageway in a horizontal direction and no part of it over a footway is less than 2.4m (8 feet) above the footway
  • Pedestrian walkway is to be maintained around the scaffold. If this cannot be arranged then it requires to be designed to allow access under and through the scaffold safety – this means that there should be no trip hazards, no projecting tubes or fittings and it should be covered adequately to provide a working platform and prevent materials or debris from falling through. Poles are to be highlighted and there must be a reasonable free walking width maintained to allow people in wheelchairs/prams etc to pass through the scaffold safely
